Chapter 9 — The Second Offer

Kael was quiet for a moment. He was thinking about this, genuinely — not performing consideration, but actually considering."You're right that the infrastructure needs maintaining," he said."Then sit on the throne. Legitimize the empire. Let me run the administrative apparatus — call it what you want, chancellor or regent or advisor — but give the Cinderlands a functional centre while you figure out the long-term architecture." Vane's voice was different from the dinner in Halvenmoor — less calculated, more direct. "I'm not the villain in your story, Kael. I'm a man who wants the region I've spent my life in to stop bleeding.""I know," Kael said.Vane looked at him."I know you're not a villain," Kael said. "I know the infrastructure matters. I know the famines are real and the border conflicts are real and everything you've just described is true." He stopped walking. He looked at the palace gate, the Cinderstone arch. "But the answer to a bad system in crisis is not to put a new person in the bad system and wait for the crisis to pass. Because the crisis will pass and the system will still be a single point of failure, and the next time it breaks it'll break harder." He paused. "The throne was the most resilient thing in the Cinderlands for three hundred years and then it broke in a night. The distributed system it replaced lasted for thousands.""The western provinces are starving now," Vane said."I know." Kael met his eyes. "And what I'm about to do won't fix that in a day. But I'm not doing it in a day. I'm doing it in a direction, and the direction matters as much as the destination."Vane looked at him for a very long time. The afternoon light was falling across the Cinderstone avenue and the whole street was warm with it."You're really going to refuse," he said."Yes.""Second refusal.""Yes."Vane was quiet. Then, unexpectedly, he said: "The prophecy says what comes after is something it doesn't have a word for.""Yes.""Are you afraid of that?"Kael thought about it honestly. "Yes," he said. "A little.""And you're doing it anyway.""Yes."Vane looked at the palace gate. Something in his face — not surrender, not defeat, but the specific expression of a man who has been arguing for a position he privately suspects is wrong and has just run out of good-faith arguments for it."My army is in this city," he said."I know.""I could take the throne room by force. Put a puppet on the throne.""You could try. But the throne wouldn't recognize a puppet — it needs the marks. Which means you'd have an occupied palace and a non-functional throne and a legitimacy problem worse than what you started with." Kael paused. "I think you know that."Vane looked at him."Don't make this a fight," Kael said quietly. "Your men will get hurt for nothing. Whatever happens in that room, the result is the same."Vane was quiet for a very long time."My chancellor offer still stands," he said at last. "Not for you. For whoever ends up needing an administrator when you're done rebuilding the world."Kael almost smiled. "I'll pass that along."He walked toward the palace gate. And Vane, to his credit, did not follow. He stood in the Cinderstone avenue with his army in the city and his ambitions in his hands, and he watched the fire-boy from Cinder's Edge walk through the gate like someone who had always known the way.
